One option, if Interlibrary Loans isn't able to access a copy, is to contact the authors to request a copy.

Most academics have webpages where they list their publications. They might, for example, have profiles on Google Scholar, ResearchGate or Academia, or a presence on their university’s website.

Occasionally you may also find the full-text is available to download via ResearchGate, such as with the below-copied example.

This approach may not always work, but if you're really interested in reading the work, it may be worth a try.
